The education of Roma children is suffering as a result of poor living conditions and discrimination. Illiteracy becomes a serious handicap in an environment where the use of writing is an everyday necessity. The future of Roma communities hinges very much on arrangements for schooling their children.
Framework and context of the project
To address the issue of education of Roma children, the Committee of Ministers adopted Recommendation R(200)4, in which it recognised the “urgent need to build new foundations for future educational strategies toward the Roma/Gypsy people in Europe”.
Basic texts and documents within the framework of the project
A variety of texts, declarations and recommendations have been adopted by the Committee of Ministers, the Parliamentary Assembly and the CLRAE and provide a solid basis for action by the Council of Europe.
